Comparative Study on Participation in Economic Activities of the Elderly: Do the Pension Policy and the Labor Market Policy Affect on the Economic Activities of the Elderly?

Abstract
We tried to find out the factors affecting economic activities of the elderly centered on the effects of social policy, and examined the gender difference in this respect. In this study for 16 OECD countries, we focused on the change of main factors affecting on participation rate in economic activities of the aged before and after the change of policy paradigm, development of active strategy for aging society in the mid-1990s. The results of analysis are as follows. First, during period ¥°(1986-1995), policy factors such as pension eligibility age, pension expenditure, labor market expenditure were significant only for the economic activities of the male elderly. For female elderly, only total unemployment rate and rate of the elderly population were significant. Second, during period ¥±(1996-2005), factors related to social policy had significant effects on economic activities of male elderly and female elderly. Pension eligibility age appeared to have significant effects on participation rates of economic activities of the female elderly during period¥±, which was a big change compared to previous period. However, even if policy factors are significant for both male and female, the amounts and directions of effects have gender differences except for pension eligibility age. Making the strategy to activate economic activities of the elderly, these gender difference should be considered.
